A subsidy for an apartment: who should be and how to get it?

The housing question for many remains vital. The income level of many of our compatriots allows them to purchase their own housing only in 50 years. The state decided to help certain categories of citizens by providing one-time free aid. Who is entitled to an apartment subsidy?

Who is entitled to an apartment subsidy?

Before we talk about the categories of persons who are entitled to an apartment subsidy, we want to draw attention to several important points.

Firstly, this type of government assistance does not cover the entire cost of housing. Therefore, be prepared for the fact that you have to make a contribution at the expense of your own or credit funds.

Secondly, a subsidy for an apartment does not involve the issuance of money on hand. You will simply be issued a certificate confirming the right to receive state support, and the funds will be transferred to the account of the developer / seller of housing based on the details that you provide to the department of housing subsidies.

Thirdly, the subsidy for the purchase of an apartment belongs to the category of targeted financing, and therefore do not expect to spend this money for other needs.

Apartment Subsidy

In Russia, the following categories of citizens living in poor housing conditions have the right to receive free state aid for the purchase of housing:

  • families in which both spouses have not reached the age of 30. Couples who do not have children can count on a minimum compensation for the amount of home purchase in the amount of 30% of its value. For families with children, this figure is 35%;
  • veterans of the Great Patriotic War and the disabled. The cost of the apartment is refunded in the amount of 100%;
  • military personnel, including those who retired due to seniority, can count on a 100 percent payment for housing, but only on the basis of the average market value of 1 square meter and only at the rate of 18 m2per person;
  • residents of the Far North, who lived there for more than 15 years. In this case, the state's share in the purchase of an apartment is determined by the local authorities;
  • low-income citizens who do not have enough money to improve their living conditions;
  • employees of budgetary organizations.

This list may be supplemented with other items: local authorities are entitled to change it at their discretion.

Housing subsidy

Now we will stop on the formulation "unsatisfactory living conditions". By this is meant:

  • living in houses and apartments, where per person accounts for less than 15 m2living space;
  • the state of housing does not meet state-approved sanitary standards (water supply, heating, emergency condition of the structure, etc.);
  • being in the same apartment / house with a person whose chronic disease does not allow the possibility of living together with other people. The list of such diseases is contained in the Order of the Ministry of Health of the Russian Federation of 29.11.12, No. 987n;
  • accommodation in a dormitory or a communal apartment;
  • being in the same apartment / house of two families, including young couples and their parents.

It is impossible to calculate the size of the housing subsidy independently, since for each category of persons there are different coefficients, and the cost of housing in different regions of Russia may differ by several times.

The procedure for obtaining subsidies for the purchase of housing

A subsidy for an apartment is issued by the decision of the city / district housing subsidies department, and therefore you will have to go there and write a statement of the established form.Pre-assemble the necessary documents:

  • certificate / act / certificate of the housing commission, which states the need to improve your living conditions;
  • birth certificates of children;
  • documents certifying your belonging to one of the preferential categories;
  • copies of employment records certified by the employer;
  • certificate of income;
  • an extract from the bank account as proof of the availability of own funds for the purchase of housing;
  • proof of your marital status.

Documents for a grant

This list of documents is not exhaustive: on the ground, it can be corrected and supplemented, so if you are going to buy an apartment, check with the grants department specialist what other papers you will need to prepare.

After the entire package of documents has been submitted, the commission will decide whether or not to grant you one-time assistance for the purchase of an apartment.

In case of a positive decision, you will be queued for a subsidy. Depending on the preferential category to which you belong, and the region in which you live, you can wait to receive funds from several months to several years.

When your turn comes up, you will be given a certificate and will transfer money to your personal bank account. You can use them only for six months. If during this time they are not spent on the purchase of housing, the state will return the money to themselves.

Help to buy a home in Ukraine

If Russia gives its beneficiaries monetary assistance, even if it does not cover the entire cost of housing, free of charge, the Ukrainian government offers young families only preferential loans at 3% per annum.

The right to participate in this state program has a person whose age does not exceed 35 years and whose housing conditions need to be improved. The presence of children allows you to reduce the credit rate: parents with two children receive a 25 percent discount, three children will provide you with a 50% discount.

Home loans

At first glance, the conditions are quite attractive: you need to make the first installment in the amount of 6% of the value of the apartment, and then pay the loan body and the interest rate on it.

However, not all so simple. The Foundation for Assistance to Youth Construction, which is responsible for issuing these loans, calculates the cost of an apartment (respectively, and the size of the loan), based on the prices of Gosstroy, the level of which is much lower than the market.As a result, the loan amount is significantly less than required, and the young family has to pay the lion's share of the cost of housing at their own expense.
